Violence would have been an option, and Cecil had no objection to more brutal tactics, even if he didn't like to be the one partaking in them, but it was clear that peace would be the smart way to take this city. If possible, it was best for the people to like them and join with them willingly. Citizens taken by force might be bitter towards Nox as a result, and that meant potential for a revolt.
Instead, they had come to peacefully distribute information to the populace. Cecil had pulled the effort together himself, which he was very proud of - he was just an ordinary medic, but it was becoming well-known that he was trying to rise in the ranks. He'd pulled together a small group of Nox soldiers to help him hand out pamphlets and the like, and even gotten a few more high-profile people to assist. Most excitingly, the region's own professor, Juniper, had offered to give a speech. If anyone here could influence the people, it was her.
Cecil had written a few pamphlets, gotten friends who actually knew a thing or two about graphics to design them. Most of the people participating in the effort, which he'd nicknamed Operation Moonlight, had copies of two different informational booklets. The first, lazily titled "WE ARE NOX," was mostly designed to dispel the sort of rumors Lux spread about Nox, namely that they were murdering, thieving villains. The second, its cover containing the phrase "WHEN LUX COMES," grimly outlined the new restrictions Lux would impose on the people if they took over, and promised that Nox wouldn't do the same.
It was time to start distribution. It was the afternoon rush hour in Driftveil, and pedestrians crowded the streets. They had arrived at what was more or less the center of the city. Turning to face the rest of the participants, Cecil grinned. "Let's get started, shall we?"
Cecil prepared to hand out the reading material he'd brought, but also to talk to people. If they had questions about Nox, he'd be ready to answer them. This was entirely about information, after all. Some of the soldiers had carried in folding tables, to make it easier for wandering civilians to know that Nox was here. Cecil was convinced that this would go well - how could it not? If Lux tried to shut them down, it'd only make them look bad, attempting to restrict free speech in a place that wasn't even their territory.
